Who knows... maybe that's how people go back to Earth.  They die on Earth, go to Heaven.  Die in Heaven, go to Earth.   Be evil on Earth and die, go to Hell.  Be evil in Heaven and die, go to Illinois.  

I have surely heard crazier ideas.
