To be honest, backward compatible games shouldn't count, as they're not games from that console per se (it just happens that the console can play them). PS1 and PS2 are not PS3 games; OG Xbox and Xbox 360 games are not X1 games, but both consoles are able to play them.
360 didn't have a small library, though. It managed to include most games - albeit with some emulation problems along the way (like that Harry Potter one running at 200% speed xD) -, while PS3 sacrificed PS2 compatibility on newer models (thus removing a lot of games on the list for a lot of subsequent owners). But anyway, I stand still, those are not games from those consoles themselves.
The problem is that these kind of discussions have people using their certain criteria. Rarely that criteria satisfies every party involved in the discussion, whether because it's too open, too closed, too biased or too unbiased. As I said, indie games didn't use to count in exclusives lists, because they weren't treated as games. Nowadays AA games are on the brink of vanishing, being divided into indie or AAA categories, and thus, they do count now.
