That means he's looking at what Playstation has done with their first-party system and he wants to build the Xbox first-party portfolio to counter that.  He already stated that the Tomb Raider deal is an answer to Uncharted.  The Playstation strategy has been to have representation in multiple genres aimed at multiple demographics, which is one of the reasons the brand has done well on a world-wide basis.  Nintendo and Microsoft, on the other hand, are known to have a more narrow focus.  I don't think anyone can honestly dispute that.  Spencer is obviously working to change the "shooter box" impression a lot of people have of Xbox and I actually think he's made a good start.  However, he's not about to say, "we want to be like Sony's first-party network," not with the PS4 leading the market.
