Why? That's like saying actors in Cloud Atlas didn't put their best effort into any one scene, considering they had to make multiple characters with disjointed personalities, and also happens that the movie adapts itself to different protagonists and thus not a single one takes the lead way.
But the thing is, they did. The acting in Cloud Atlas is extremely good. Why that pessimistic view over the acting in Quantum Break? Give them the benefit of doubt. Just because it's a videogame it doesn't necessarily mean that the actors might just tag along and not display their worth as actors themselves.
