MS, like all companies given the opportunity will spin something to make it look like something else if it could somehow paint them in much a much better light. Its ultimately all just BS PR talk that only the most gullible people swallow. Unfortunately gullible is what most gamers are these days.
MS has got servers, Netflix have got servers, Sony has got servers everyone has got servers. How or what these servers are used for vary from platform to platform. MS "azure" servers were not designed specifically for crackdown or any other game that uses that kinda tech. The tech used in crackdown is just an ingenious by product of already having servers that run XBL and any number of windows related applications that we do not know of. So this cloud computing talk is just marketing.
Take Sony buying gaikai, they basically were buying servers too and the talent to run them without having to start from scratch to bolster what they already had. The by products of that venture are PSshareplay, PSnow, PSvue...etc.
MS isn't losing money with crackdown. Their already existing servers makes what they are doing in it possible. Not that servers were built to make crackdown. Its a by product.
