Do you mean a bundle? Probably isnt entirely upto them. There have been some retailer bundles/promotions.

Bundles + Minecraft themed hardware. They could have done it if they wanted to..they just don't remember wtf a vita is anymore. Probably thinks it's an app for ps4 or something.
