It makes sense for MS to have to pay more for 3rd party exclusive content than sony would. A dev can't sell their game to over half the market when they are exclusive to MS. MS has to pay more to make up for the dev's projected losses of sales of not being on the PS4. 

M$ has moles everywhere though. They have one in EA now. They had one in Nokia.
