An OS isn't just the GUI. It's more defined by the kernel and its set of API. As far as I understood the XB1 is already running on WIndows kernel. Since it is a console the thing you care the most about Win10 on XB1 is that it will run DX12 games and maybe Win10 applications.Then the user interface will be different. It must be different because the Windows 10 GUI is designed around m&k and touchscreens. Other than being designed for a fully fledged OS while on console many things can/must be stripped. For example a fully operational Control Panel would be a bad idea in a console.
