I think the limitation of the 3DS is the lower-resolution limits what they can do with polygon counts and texture quality. If, say the 3DS had a 480p capable screen, then I have no doubt it could look as good as the PS2 version, but the number of pixels that the 3DS' screen supports limits these other factors. Hopefully next-generation Nintendo's handheld has at least a qHD main screen.
