It is a Digimon World game, they are not turn based. It's more like hack and slash.
I think only Digimon Story games are turn based.

They've actually varied a lot.

World 1 = Real time command based action, (like Knights of the Old Republic)

World 2= Turn Based 3x3

World 3= Turn Based 1x1

World 4=Action game.
