That's not true. PH stems from the town's background. As long as the source of his manifestation has been to SH or knows its history, PH can have a legit appearance, though obviously there should be some design changes to take into account the different mind of the person.
James didn't conjure up PH out of thin air, the game even shows the visual inspiration and that is something that was a part of SH, not his brain.
