That does not necessarily mean that the game didn't sell less than 2 million. We don't know until shown otherwise by Microsoft, the International Data Group, or some other data corporation. The best we know about Forza 5's sales is when Microsoft said that a third of the XBO userbase purchased a copy of the game in February 18, 2014. Note that MS did not specify retail copies, just copies. Therefore, it is likely that digital sales were included in the 1 million announcement.

But most of the digital bundles for the game didn't show up until after the Feburary 18, 2014 and I already said numerous times that there isn't a noticeable sales spike for the game after its first ten weeks which pretty much proofs that digital copies aren't tracked.

However, you still do not know how many digital sales were there prior to the bundle. Not to mention, the XBO wasn't selling so hot after February regardless. Even including bundles, digital sales were likely low. Titanfall was the centerpiece game for March and the Kinectless XBO was the focus of June. There is really no reason to conclude that digital sales were high for Forza 5 and you don't have any definitive numbers to show otherwise.
