They should really reiterate that many times, because I think that many people believe it will be always-online, due to its scope and mentions of other players and sharing discoveries.
But it seems that you only need to be online if you wish to share your discoveries with the world (adding it to the Atlas), other than that you can just do your own thing and play forever without ever connecting. (I just played Journey, so something like that game did)
