There is no difference between racism and ethnic discrimination - they are synonymous.  The old lady is obviously xenophobic.  Displaying hostility/contempt/fear/hatred for someone based on their language/culture/ethnicity is very much ethnic discrimination (aka racism).

Also, race is nothing more than a social construct to begin with.  "Today, most biologists, anthropologists, and sociologists reject a taxonomy of races in favor of more specific and/or empirically verifiable criteria, such as geography, ethnicity, or a history of endogamy."

its not racism to be hostile towards a person that chooses to not use the native language of the country they life in...


She's demanding that someone speak English while they are sitting with their family having dinner...  She's not asking them to speak English so that she can communicate with them (that would be an entirely different scenerio).  

Being hostile to someone for no other reason than them using a different language is very much racist.  The motivation behind it was nothing more than they were different people from a different place.

there is a difference between citizen that speak a foreign language and foreign people that speak their own native language.

and yes, people that refuse to speak the official language of their home country are different, and beeing hostile to them is right, they refuse to be a real part of society because they refuse to speak the common language.
