Only parts of the wii u spec is superior to 360 and PS3, the cpu performance of the 360 and PS3 is considerably stronger.

Nintendo don't like spending a lot on hardware but I think they realise by now the wii u was unacceptable as a console not even able to outperform consoles overall that data back to 2005/6. I don't know what Nintendo's next console is but assuming its not some low power android type console but a proper console capable of competing with xbox one and ps4 then I think they will choose hardware that is both low cost and has highish performance. Hence the newer AMD architecture which will be released in 2016. 

Of course we could all be completely wrong but Nintendo must surely realise that to stay in the game they have to be more competitive on hardware design.
