PS+ upgrades started from the moment the game released. Even if people couldn't download the PS+ version, PS+ subscribers were still offered the discounted upgrade price to get the full game.

Yup, combining the PS+ Edition Upgrade and a 10% off your next purchase promotion Sony was having I got the full game for €22,49 back in January.
