Nobody said an action game doesn't have strategy in it, but the focus is action. Unlike a strategy game - which essentially most JRPGs are.
Also almost every JRPG that is turn-based these days have on-screen encounters (Persona/SMT/Dragon Quest) or allow you to adjust random encounter frequency (Bravely Default.) This is no different from action-rpgs like Tales of.
