Maybe they felt it wasn't finished for the game at launch and finalized it just now. The whole game is very unfinished and will be completed in the coming months. But they wanted to get it out of the gate as early as possible. So I really doubt they held back a lot intentionally.
Not to hold them at a higher moral standard but I see no reason or financial gain to hold back just one part of a bigger DLC pack.
If you demand respect or gratitude for your volunteer work, you're doing volunteering wrong.
