I shouldn't think so. Once VGC puts up it's final week (half week) for the quarter it should leave only about 1.4 million on shelves. The rate PS4 is selling, and the number of markets that stock is spread across 1.4 million head room is within reason. 1.4 million head room for Wii U or Xb one would be stupid, but for PS4 it's OK. Could be as low as 1 million but not lower than that without possibly running in to isolated pockets of supply issues.
With the shipments calculating out to over 25 million now I don't think Sony will announce 25 million sell through. They will wait until 30 million, which they should reach before the end of the year, so they will be able to announce it before the end of the December quarter. PS3 took over 3 years to get to 30 million, PS4 could sneak it in there in just under 2, though more likely it will be a few weeks past 2 years that it hits 30 million.
