That continues a dangerous precendent the same people used to criticize W Bush over.  You shouldn't be allowed to expand your powers on a whim, like on something such as amnesty, and just brush it off with 'the legislative branch was in my way.'  

I 100% agree.  What I am saying is we need to fix congress first, if we want to fix many of the other problems in government we are having.  Fix the biggest problems first.
