I have a hard time believing Microsoft gave coalition a choice. They needed to make Gears as good as possible and theres no proof in sight that they were onto something. Hell..they became the coalition publically after Gears was pretty much purchased and in development. Microsoft hired a bunch of laid off workers from Sony Santamonica and Irrational games and set them to task on Gears ontop of the team they already had.

The best labor they got were from ex-Epic folks. The ones that worked on Gears before and UE4.

Gears was not in development, Epic didn't have a plan for Gears at the time of purchase.
