If you don't have budget NOW it is not 100% you are going to get budget in the future. Capcom could go under in the next 5 years. Of course there is always possibility, like there is possibility for MS to make Halo multiplatform. Nobody can argue against infinite possibilities. But if we come down to earth and look at the situation, possibilities were limited for Capcom. There is a timeline beginning from that link I posted, from that time to Playstation Experience reveal of SFV and looking at that timeline it makes sense Sony was on board pretty much from the start. I don't think it's worth posting since nothing will counter your wild guess "SFV would have started development anyway". You are saying everything that did not happen would have happened eventually, I do not believe things go like that in the real world.
