Sounds like it's a 3DS game being upported to PS4 rather than originally being planned as 3DS/PS4.
That Vitaboys thing about lack of future vita games was interesting given the NVidia Shield you can't even really buy anywhere here now. It's also not looking like the 3DS has much life left in it outside of a few big franchises in the West. Given they were saying "for the next four years" was it? It's already a system that technically feels like it's on borrowed time, if rumours of NX being a handheld are true I think the Vita is actually going to outlast the 3DS.
