The PS4 has sold about 3 times as many consoles as the Wii U in the west, it's not just about which is cheapest to port/localise but which will make the most revenue to justify that port/localisation.

Im not saying that the wii u would have given much more profit than the ps4, which is obviosly not true, but i believe that a localized DQX for wii u would have made profit for them.Acording to Square, they are happy with the sales of DQX on wii u, which is 360k according to vgchartz.If that number is enough to square profit on it(and also assuming that all those people are paying the subscription fee), i dont see how they could not profit with the wii u version in the west.Sure, it is not popular here as is it in Japan, but i think we could reach those numbers.And the process of localizing would be cheaper for wii u, because they just need to localize, and for ps4 they need to port.Again, not saying they would make more money on wii u, but money is money.
