I think that the actual ban was completely lifted after testing their censorship system in Shanghai. It worked, if aggressively so.
How easy it will be to get discs from HK, or use a VPN to get the HK store, I have no idea.
If the rumoured 500k PS4's and X1 combined numbers are true, I honestly think that's a great number and a great place to start on a first entry to a new market.
3DS and even Vita could be good.
