It was probably a very cheap buy for Microsoft. Psycho-Pass is popular but not remarkably so. The studio makes a little upfront money then releases it to other formats later.
As an attempt to seed the XO for the Japanese niche market, though, it's completely inadequate. They would be better served going around and paying more developers to create Xbox versions of their games. It would be cheaper and more comprehensive than buying exclusives that everyone knows are limited to begin with.
