From what I've gathered, there is no Federal Rule that requires the police to say why you are being arrested but there, on rare occasion, seems to be rules in certain areas

In the video, Sandra regularly questions Trooper Brian and I was wondering if he was obligated to answer. He first informs her she was under arrest at around 10:05. She starts to ask why she was under arrest. Apparently he didn't have to answer that.
