It's definitely a good idea to move up to a nicer gpu. You can always use the on-board gpu until you can afford the nicest one possible. You still have a few months until fallout 4 arrives.
Also, I have the Asus Strix 970 which is extremely quiet and simple to overclock. The only time the fans come on is when I'm gaming otherwise it's completely silent.
