Not at all, this isnt how it works , even if the architectures are the same, the hardwares are noy, it still takes a lot of money to develop each version on each hardware ( we already Know they struggle with thé x1 version to even reach 900p btw, its the kind of things that became important so more time for this version so more money ) + there is the big cost of publishing the game, thé benefit of a version selling barely 500k isnt enough for a game of this scale.

 

Square enix can ignore Xbox now they Know thé sales and Sony domination, for thé same reason Dragon Quest XI wont be on X1 ( you can mark my words on this), so microsoft has no interest in lawsuit with them, that would cost more money to square enix than what they can earn with X1 version of their games


Gaming engines (games are built on top of) have been proven to work on many different hardware with little to no changes. How do you think PC gaming works? You think they customize each game on different hardware? No, there is way too many possiblities.  Square Enix needs more money no matter what even if it is small just like almost all Japanese gaming publishers because Japanese publishers are moving to mobile development due to lack of intrest in JRPG.  Also, xbox one is getting way eaiser to develop and publishers are already making use of the system. I won't say all games will be 1080p (even though the difference between 900p and 1080p is small) it will improve. Just look at the improvements of mgs5 and pes 2016. Now games like fallout and tomb raider are hitting 1080p. The more time you have with hardware, the easier it gets to develop games for it and the more you can get out of it. Look at the ps3, before a lot of multiplat games were broken, but as time gone by games were on par with the 360.
