For the most part, yeah. Add Twisted Metal, Warhawk, Pursuit Force, and Fat Princess to the list. Even PS All Stars Battle Royale, of all games, was developed externally. 

Sony publishes games  a lot of games from third parties too, so I don't get what he's saying.
