It's confusing how they put the taxes on some single things like now with Netflix and the likes and how every city seems to can do their own stuff in USA  (in other countries taxes are the same in the whole country and not different from place to place) but in general it's still much less as here. 

It's not every city by a long shot with things like this. Only a select few make these sorts of changes, and usually it's to test the waters for a statewide change.

 

That said, every city generally does have slightly different laws and such, to fit the situations. It's just the way things work on this side of the pond lol
