The creator of Dragon Quest said (at Japan Expo, in Paris) that Dragon Quest 11 was developed for home consoles (only one or multiplat, don't know). So it shouldn't be on 3DS.
Nintendo is pulling the plug for the Wii U and the PS4 leads easily the sales worldwide. If they want to sell DQXI in the West, it will be on PS4. If not, it could be on Wii U, but I think it's too late for that and too early for the NX...
