I'm not going to bother digging through old ass GAF posts for the source, but there were Japanese devs interviewed who confirmed what we all knew, which is that Sony has/had a parity clause in place much like MS's. When you think back to all the games that launched first on 360 last gen and then came to PS with extra content, it makes sense. They had/have a similar clause with Vita, you cannot simply just port existing content onto it, they want you to make an effort to make it special for Vita owners. Probably why you see third parties not really giving a rats ass about the Vita. Of course, like MS's clause, there are exceptions.
Either way, a simple GOTY edition will suffice. It would qualify as something unique over the already existing 360/Xbone/PC versions.
