Imposing a tariff on China would pretty much increase the cost of everything you buy without much benefit (iPhones would be 25% more expensive). I don't think any company would build a plant in the US to avoid the tax. "Simple" goods would most likely come from India, Brazil or Mexico. My guess is that electronics would most likely still come from China, as a 25% tariff would not be enough to offset the billion dollar investment in a new facility.
The US has a 25% import tax on light trucks, but companies like Chrylser still make them in Turkey and import them to the US (as passenger cars), and convert them to trucks here, and pass the extra costs to the consumer. Ford has also done this.
