Appeals, when you get sent to death row you basically get unlimited appeals and all have to be reviewed which leads to countless hours of work in the courts and massive legal bills. A man on death row once complained that getting jell-o for dessert with his dinner a week in a row ammounted to cruel and unusual punishment, and it had to be reviewed.
