Should video games be made available in public libraries?

Not that it matters. In order to even get a library card, you have to apply with your ID and all information. Stealing from a library is like stealing from a bank and leaving your drivers license. On purpose. 

My experience with libraries is that you don't pay until you go back. So, just borrow some games, and never go back.

Yeah, and the library has your living address and will just do nothing with it. Stealing from a library is stupid. That's probably why not many people are doing it.
