There essentially is very little difference between the EU and the United States of America (circa 1790.) If the EU doesn't separate within 200 years it would probably look much like the United States of America, a "federation of Europe." So essentially what you seem to be asking is for the U.S to go back to confederacy(essentially what Europe is now) - which might not be such a bad idea. Allow membership to be voluntary and conditional and many problems will be fixed.
