I got games through my local library system a few times when I was younger. Usually the wait times really were not worth it. I'm talking hundreds of people ahead of you in the queue for one or two copies of a popular game that had already been out two years. Although it would be nice if they became popular, the issue is less games themselves and more the price of stocking games. Libraries already often struggle to keep the newest literary releases in stock, and only the most well off libraries get movies when they're brand new, whereas most wait to pick up a used copy or three for cheaper. Stocking multiple copies of games that cost $30 or $40 would wreck what little extra budget they may have that they tend to allocate towards events to get people to come to the library more to begin with.
In the long run, I'm sure libraries would love to stock video games as a major part of their collections if it was financially viable. Libraries that stock them to begin with recognize the appeal and are lucky enough to have the extra budget to provide them.
