That's from the screenshot you posted so you tell me.

Looks like it could possibly be an anti-aliasing algorithm for foliage causing that effect. Looks bad, but I really doubt anyone will notice it in motion. Actually, there will probably be some people who notice, but the vast majority of gamers won't.

Edit:  I think Fable 2 will have some very tough competition from Fallout 3.  Oblivion garnered many RPG GOTY awards while Fable 1...didn't.
