Morpheus is 960x1080*2 (one for each eye) which is 1920x1080 in total. Plenty of PS4 games already output at 1080p with a solid 60fps. Morpheus uses a cheap technique to create a 120fps retroprojected output from 60fps.
Upscaling in VR from 720p would be worse than less details at 1080p. People have already being positively impressed of what the PS4 hardware can do with Morpheus at 1080p 120fps using the 60fps->120fps retroprojection trick.
