Probably around $800 since you'd want a decent i7 processor and a relatively good GPU. I'd imagine what you can get for around $120 at this point in terms of Nvidia GPUs would get the job done, so there's that, at least. Honestly, even a $600 rig could probably pull off at least a stable 30 FPS as long as it isn't an AMD machine. AMD and Dolphin don't really get along.

I thought that dolphin doesn't use more than 2 cores and maybe a 3rd core for sound. Wouldn't a i7 be overkill?

IIRC, emulation is one of few things that can actually benefit some from an i7. At the same time, you can usually achieve the same, if not superior performance just overclocking a less expensive i5. Not to mention a good value i5 is best for general gaming purposes anyways. Realistically, I suppose an i7 is fairly unnecessary. I wouldn't dip as low as an i3 though if an i5 isn't out of a person's price range.
