the cia is importing heroin from afghanistan. they dont  care about profits, they only care about dark financing of warlords who fight against people the the cia dont like.

Then Pot should mean little to them, most cartels are switching to harder drugs anyway, since they can't compete with the price or quality found in the States anymore.

the market for hard drugs isnt big enough to finance more than some smaller conflicts, and it will not grow,  cocaine and heroine arent in anymor, and the legalisation of pot will take away alot of the infrastructure.
