you dont just fund their enterprises, you pay for their weapons with tax payer money. legalization of dope would hurt the cia the most because it would destroy alot of their partners.

Luckily, it's not up to the CIA.  Slowly but surely, whether the Government likes it or not, this is being taken from their control.  They can either hop on the taxation bandwagon, or not.  And I think you over-estimate the returns on Dope.  If the CIA were smart they'd be investing in Cocaine and Heroine, much much higher profit margin to be had there.

the cia is importing heroin from afghanistan. they dont  care about profits, they only care about dark financing of warlords who fight against people the the cia dont like.
