If we talking in any sense of fighting on a console it would be Mike Tyson's Punch Out then those side scroller fighting games like double dragon etc...

If we talking multi round matches it would be Killer Instinct.

Double Dragon is more of a "beat'em up" than a fighting game. It would be classified under the action genre.
