Lets face it this is an issue caused by your father which may have been due to his failing health I don't know. He was at fault for renting to them. You can't really do anything as it isn't a legal debt. I used to be a debt collector. It was only for a short time in between better jobs but you get to see how many scummy people there are. They build up debts and live a fantastic life doing so and then get upset when they have to pay and resist as much as possible. Many will declare themselves bankrupt to avoid these debts altogether and they have already worked it so they have no major assets to seize. I've seen many small businesses that have struggled because they had faith in people and allowed certain customers to build up debt who had no intention of paying it back. This has hit their bottom line a lot.
Don't get me wrong though most people who get into debt didn't plan to do so and want to pay it back and move on but there are people that manipulate everything financially and don't care about the victims or morality of it. There are also those who just had a really awful financial circumstances and literally their income just disappeared and simply can't pay. I'm not criticizing those people at all.
