If they can't pay and are broke what's the point of getting revenge? I know it would make you feel better but it would just make their life a lot worse if they are already at the ghetto level and can barely pay for anything. My family runs a similar business with a bunch of houses currently and from experience you have to make sure it's legal. Get a deposit before they start renting so if they don't pay after being late a week start the eviction process. You will end up not losing that much money because of the deposit.
