The insider that said NX wasn't competing with PS4, never specified if it was home console or HH. Unless we are intentionally being misled, Shinen's quote definitely makes it seem that (at least the first version of) NX will be a HH. Lets not forget, Iwata's comments about multiple form factors pretty much guarantees there will be more than 1 variant under the new unified concept.
So basically, nothing new, many have been predicting the older 3DS to be "replaced" first, despite Wii U's (poor) sales performance.
