It's pretty simple to see how the system is messed up. People on salary are overworked while many companies are looking to set hourly workers up as part-time.
With retail, for example, which is a huge part of the work-force, there is almost no reason not to chop up your hours into chunks and hire more part-time workers as opposed to less full-time workers. The system is geared to encourage this.
Maybe that's what he meant to address, I don't know, but he certainly did himself no favors with what he actually said.
