I'd be extremely surprised if your TV was 30hz. NTSC is 60hz, PAL is 50hz but now also 60hz. Then the "premium" TVs often liked to be 100hz or 120hz and would do some stupid "frame blending" to smoothen out the image but that was horrific. Native is always best.
TV shows are generally 30fps, movies 24fps if your TV supports 1080/24 and you have a compatible blu-ray player hooked up. I live in the UK, so my TV is 1080/50 with content running at 25fps generally. Though for Blu-rays and video games it will be 24fps for movies, 30fps or 60fps for other content as the TV's in Europe are now dual frequency and can do 50hz or 60hz.
I'm not too up on TV specifics, but I'm 99% certain your TV is at least 60hz.
