Did Reviewers Screw Other games w/GTAIV?

When I look at reviews I use what the reviewer says as my basis for how good the game is and I see the score as a recommendation to get the game. So instead of a 10 meaning the game is perfect (which is impossible so no game should get a 10) I see the 10 as the reviewers highest recommendation to get the game.
